i was wondering if a person with prior military services still be able to get the Seal Contract?

Yes. As long as you have the proper re-enlistment code on your DD214. Plan on taking a pay cut if you have been out more than 90 days.

Does than mean a loss of rank? Like, from E-5 to E-4 or lower?

Depends on a few things really, but yes, pay cut= loss of rank. Unless you have a job that is equivelant of a Navy Rate, you will become an E-3. There are exceptions to this: If you held a job similar to a Navy Rate, they may take you down a few pay grades, but give you a promotion immediately following your training in a Navy Rate. You are not allowed to be a Petty Officer in the Navy without having a Rate in which you have been trained for. But as I said above, there are many exceptions to this, and I do not have all the answers. The safe bet is that you'll lose some rank. Anticipate this, and you won't be too upset when it happens.
