Iam asking for my son who is now at great lakes working as a corpsman ,
when he talks to his career counselor they tell him he can not put in a special req. chit
for buds, can you tell me why ? also once his package has been sent in how long will it take
for him to here back from SPECWAR/ diver assignment ? and should he send his package
in even tho the career counselor's tell him he can not put a special req. chit in ?

There is a lot omitted from your query.
Perhaps your son cannot apply for BUDS or HM SEAL Training (whatever BUMED is doing these days) because your son enlisted under a straight Navy contract without an Enlistment Guarantee (BUDS Contract)? And with the popularity of the SEALs there may be a lack of vacancies? And with the mix of the two, perhaps BUMED likes your son right where he is?
If the Career Counselor is a mandatory channel for submitting a Special Request Chit, how can your son submit without the Counselor's stamp of approval?
There is a lot missing from your son's communication to you. We, on this Web Site, cannot offer magic or tell how your son can avert the usual application process. But a more factual query to us will give you a more factual reply.

ok ill try to give you as much info as i can .
yes he joined under a straight navy contract.
he has passed the pre screen test and was given a waver for minor hearing prob
and yes i think they do like him there he came out of hm school with a 94%
3rd or 4th in the class i think .
If there are no slots open and he dose not have a chit in then how will he know when one comes
open ? also he was told that he could not get the SEAL contract going in to the med feild
also can you tell me how long the wavier is good for or is there a time limit on them .
one more thing he is working with a SEAL now who is actting as a PA. says he was an swim
instructor about two years ago at BUDS.
thats about all i know right now will try to get more info on why they wont take his chit

I am not sure your interpretation of the word "waiver". I guess that you mean how long will your son be denied application to BUDS? The answer to that question is "As long as BUMED wishes".
BUMED : Bureau of Naval Medicine
BUPERS: Bureau of Naval Personnel
It would be better if you get more info. I highly suspect your son has been told why he cannot apply for BUDS/SEAL Training, but he is grasping at straws. Within the Medical Field there should be a BUMED Instruction (a written guide) on how Medical Personnel may apply for BUDS.
I feel it is very possible that the Navy is getting sufficient applicants from new enlistments to fill their current Medical needs and BUMED does not want to turn loose of one of their own when the SEALs may have no demanding vacancies.
But get a little more information. Ask your son if he may have access to the BUPERS and BUMED Instuction that outlines the application process for current Navy Medical Personnel to apply for BUDS.
