Can you efficiently learn to tread water in just 5 foot of depth. For the time being, all I have access to is a lap pool that has a 5 foot depth max. Is it the general consensus that the eggbeater is the most efficient? One more quick question, when you are completing the 1.5 run for the pst is it done on a track treadmill or city street.... or is it just dependant on the location? Thanks for the replies in advance..

If 5 feet is all you have access to then that's better than nothing...I go to two pools, and one of them is 5 feet at the deep end...I tried treading water there, and yes, it can be done, but if you're holding something it's just too shallow...I've read from people on here that at least in SWCC they want you to do the scissor kick for treading water...i'm not sure for SEAL.
For the run there may be regulations, but really it comes down to who is testing you..my first PST he had me use a treadmill because the track there sucked...I took another one (passed) at a different facility and used the track.
