no. you must be a united states citizen AT THE TIME OF ENLISTMENT. thats all there is to it. there is no gray area. sorry bro. once you get approved you can join. until then just get ready physicaly and mentally. it usually takes around 6 months to a year to get your case heard. im not sure though. my brother is an mpand knows a little about that stuff. so all i know is what he told me.

You don't need to be a US citizen to enlist in the Navy. You do need a green card at a minimum. You also won't be able to do any jobs requiring any kind of security clearance, ie; SEAL's/EOD/Diver/SWCC, Nuclear, and most intelligence fields, it limits you a lot. However once in, the Navy can help you obtain your citizenship, in which case you'd be eligible for the jobs you weren't eligible for before. Hope this helps.

^^ Is this 100% true?
If it is, what jobs are offered to you before you become a citizen?

I'm almost in the same position being from the Netherlands. I'm actually still trying to get my greencard. I have been trying the greencard lottery for 6 years now, plus finding a American company to sponsor me, but no luck. But no worries, I'll get there.
What I did manage to accomplish is get a job at a company in the Netherlands that send me over to the USA on a temporary work visa.
I've been living here in the US for +2 years now. Last summer I went to a Navy recruiter, because somebody told me an I-94 was enough. I-94 is what every foreign national gets when they arrive in the US. But the recruiter did some research and it turned out not to be enough. Darn it!
Now here is thing I'm trying to get at. I told the recruiter straight away that I was a foreign national (didn't want to waist his time) and that I wanted to go SEALs. He told me that I needed to be a US Citizen for that, but no problem. Once I had my greencard they would put me in the Delayed Entry Program (I think every prospective SEAL goes in it) and all the papers to become a Citizen would be processed during that time. That way I would arrive at bootcamp being a US Citizen.
To MGSXMIKE, don't worry about other jobs. Focus and work towards being what you want to be, which is probably a SEAL.
Get your greencard somehow and get your but in shape and to a recruiter. Good luck and don't give up!
Any question, let me know.
